On housing, staff reported 75 housing units completed in 2025 (many counted as above‑moderate because ADUs are reported in that category), and outlined pipeline projects intended to deliver affordable units. The report highlighted Parcel B (37 small‑lot single‑family homes plus 24 multifamily affordable units) and a 143‑unit project at 540 Gavilan that is proposed to serve extremely low to moderate incomes. Housing programs advanced in 2025 included wraparound services supported by Youth Homeless Demonstration Program (YHDP) funds, an encampment resolution that transitioned residents into services and housing, and a council‑authorized $300,000 allocation from CDBG program income for a first‑time homebuyer program; staff have also submitted a $500,000 HOME‑ARP request.
Council members questioned timeline and entitlement steps for the pipeline projects and emphasized the need for a public one‑page pipeline map and clearer budget detail for pilot projects (for example, the container‑village pilot tied to market activation). Housing staff said several entitlements and plan elements remain in process and that the city expects additional units to come online as projects complete.
Both reports were approved by unanimous vote; staff will submit the required documents to State agencies and continue outreach and entitlement work for pipeline projects.
