The North Penn School District board voted unanimously on March 19 to approve a resolution authorizing the district to incur general-obligation indebtedness for the high school project.
The resolution permits borrowing of up to $70 million, with the district’s intent to borrow roughly $60 million this year. Bond counsel and district finance staff said the resolution sets an interest-rate parameter of up to 5.5 percent to allow flexibility in structuring and pricing the bonds; officials do not expect to pay that full rate. The district plans to finalize amounts and pricing before the bonds are sold and aims to close by the end of May.
Rhonda Lord, the bond attorney present at the meeting, summarized the process to be filed with the Pennsylvania Department of Community and Economic Development and answered trustees’ procedural questions. Mrs. Tara Hauser, who the board noted will sign off before issuance, said the authority to issue will rest with district officers until final approval and that the bond parameters may be adjusted when the sale is executed.
Board member Mr. Rash moved the resolution; Mr. Bell seconded. The board conducted a roll call vote; members recorded their votes individually and the measure passed 8–0.
The board’s presentation emphasized that the resolution is the required procedural step before the district can issue debt and that project spending will be governed by subsequent budgeting and approvals. No bond sale will occur until final pricing and officer approvals are complete.
