Planning board approves Adobo Mexican Grill at former TD Bank on Doulson Avenue with late-hours condition

The Save Middletown Planning Board approved a special-permit and site-plan application on April 1 to convert the former TD Bank at 144 Doulson Avenue into Adobo Mexican Grill.
Applicant Vijas Patel said the project repurposes the bank building for a quick-service restaurant. Resident Regina Palmer, who said she received notice, asked whether the permit allowed beer, wine or liquor (it does not) and raised concerns about the proposed operating hours; the resolution on its face lists hours from 10:00 a.m. to 3:00 a.m. daily.
The Chair and the applicant clarified that the permit does not allow alcohol, dancing or amplified music and explained that local code uses the phrase "eating and drinking establishment" even when alcohol is not permitted. The board closed the public hearing, moved and seconded the resolution (mover: Mr. Bridto; second: Mr. Madden) and recorded a unanimous roll-call vote in favor of approval.
The board noted the applicant must obtain any required permits and comply with city codes and inspections before opening.
