Council adopts annexation of about 7.6 acres on Johnstown Road

Gahanna City Council on March 16 adopted Ordinance 00007-2026 to accept the annexation of about 7.6 acres from Jefferson Township at 4736 and 4722 Johnstown Road (parcel IDs 170-000068 and 170-000069).
Clerk read the ordinance into the record before council discussion. Mrs. McGregor said she would vote in favor, calling the parcels “orphan properties” adjacent to city land and saying the city is better positioned to provide water and sewer and to guide future development. A second council speaker thanked staff and the applicant for meeting with neighbors and emphasized that annexation secures site control but that zoning and a development plan remain separate future steps.
The motion to approve was made by Mr. Rener and seconded by Vice President Jones. The roll-call vote was Rener yes; Jones yes; Pedova yes; Schnetzer yes; Weaver no; Bowers abstained, citing a previously stated conflict of interest; and McGregor yes. The ordinance was declared adopted.
Council members noted that annexation does not substitute for subsequent zoning approvals and that a zoning application and development plan will still be required if the property moves forward. Staff said they will continue to coordinate neighborhood outreach and next procedural steps.
The annexation takes effect per the terms set in the ordinance; further land-use approvals will proceed through the city’s standard planning and zoning review process.
