Freestone County commissioners approve bridge bid, eForce setup, opioid funds and raise septic-permit fees

At its April 1 meeting, the Freestone County Commissioners Court approved a series of routine procurement, finance and public-safety items, including awarding a bridge contract, approving software to support grant reporting, accepting opioid-abatement funds and increasing certain permit fees.
The court accepted a single responsive bid for the bridge on County Road 533 from Sanders Creek Construction for $256,667.75 for materials and labor and voted to award the work. Commissioners also voted to accept a $1,000 donation from Calpine to the Freestone County Sheriff’s Office and to adopt the county’s revised investment policy listing allowable pools such as TexPool, TexStar, Texas Class and Texas Connect.
The court approved a software implementation of the eForce public-safety records system so the county can manage its own records (rather than relying on the sheriff’s instance) and better track civil process and reporting. The vendor offered a discounted setup price of $10,000 per agency if two agencies sign at once; the county expects a $1,000 annual service/support fee thereafter.
Commissioners accepted $3,933 deposited to the county opioid-abatement fund and directed that the fund, including roughly $18,000 in cumulative balance staff referenced, be used to support first-responder training and related programs in line with allowable uses under the abatement guidance.
On permitting, staff recommended raising the on-site sewage facility (septic) permit fee to better cover inspection travel and materials. The court voted to raise the residential permit from $210 to $310 and commercial permits to $510, and set the change effective immediately for the permits referenced on the agenda.
Several items were tabled or deferred for follow-up, including special-use agreements and a judicial-district sexual-assault-response appointment pending regional coordination. The court discussed access and potential abandonment issues for County Roads 295 and 298 and asked staff to present a written agreement from a landowner before final action.
