Glendale council approves up to $744,326 MMSD-funded agreement with Emin Construction for sewer lateral work

The Glendale Common Council authorized the execution of a 2026 private-property infiltration and inflow program agreement with Emin Construction, funded through MMSD, with a contract limit not to exceed $744,326.

City staff presented the project as a competitively bid MMSD-funded program; they said Emin Construction was the low bidder and met city and MMSD requirements. Staff explained the low bid creates room for a future change order, potentially adding about 10 additional properties to the Crestwood-area work later this summer, increasing the project from 37 homes to up to 47 homes.

During questions, a council member asked whether the program pauses when funds run out or continues until project or funds are exhausted. An MMSD commissioner responded that since MMSD moved to a competitive grant process, vetted proposals brought before MMSD have been approved and the district has not turned down fully vetted proposals, adding that Glendale’s selection targets the oldest sanitary sewer laterals in neighborhoods such as Crestwood; staff also noted a similar project was previously completed in the Spreerville neighborhood.

A motion to approve the agreement was made by Alder Schmemellzing and seconded by Alder Shaw; the council voted in favor with no objections.

The approval authorizes staff to execute the agreement; staff noted an anticipated site schedule of returning to Crestwood over the next three to four years based on available funding. No additional borrowing or local funding commitment was recorded in the motion.
