Members of the Scott County Advisory Plan Commission spent substantial time reviewing prior ordinances and draft language about minimum lot sizes, road frontage and easements. Several members asked staff to restore or clarify language that would require 100 feet of "unencumbered" road frontage for a building lot or otherwise adjust frontage minimums to avoid creating lots that appear to meet numeric frontage tests but are effectively unusable because of recorded easements.
Commissioners agreed that staff should reconcile conflicting ordinance drafts (including earlier references to the 2002 ordinance and later changes adopted in 2024/2025) and present a single clean document at the April meeting. The panel also discussed large‑scale energy production (solar arrays, battery storage) and whether such facilities should be treated through conditional use, industrial zoning or a new standard; members asked staff to prepare a working draft for April.
Motions to withdraw an immediate amendment and to table further action were approved; staff will present consolidated language and a draft solar/energy zoning approach at the next hearing.
