Scott County advisory panel recommends four splits with two‑year moratorium for parent parcels

On March 11 the Scott County Advisory Plan Commission voted to recommend to the county commissioners a change to the county split rule: allow up to four splits of a parent parcel and require a two‑year waiting period before additional splits would be eligible. The motion passed by roll call, 6–2.
Members debated multiple approaches during a lengthy discussion. Proponents said the change strikes a balance between preventing rapid, fragmentary lots that produce low‑quality roadside development and preserving landowner flexibility; opponents argued the rule treats small and very large parcels the same and can impede reasonable family transfers or estate planning.
The commission agreed the language will be transmitted to the commissioners as the APC’s recommendation; commissioners will determine notice and the number of required readings. The advisory vote does not itself change county code.
