Board authorizes Flood Control District to adopt UPCCAA procurement thresholds

Denise England, grants and resources manager with the county Resource Management Agency, presented an ordinance to authorize the Flood Control District to use the Uniform Public Construction Cost Accounting Act (UPCCAA) procurement procedures and thresholds.
England said the Flood Control District was created by a 1969 act that currently restricts procurement authority to $5,000 or less without formal competitive procedures. Adopting the UPCCAA would bring the district into parity with other county departments and allow purchasing-agent authority for public projects, emergency purchase authority for the director of emergency services, and modest director-level purchases for RMA.
Board members asked about threshold amounts; England said public-works informal limits are roughly $75,000 and formal contract thresholds about $220,000, and noted separate federal thresholds apply when federal funds are used. After public comment was called and none offered, Supervisor McCari moved and Supervisor Valero seconded a motion to approve; the board voted 5-0 to adopt the ordinance.
The change is intended to improve the district's ability to carry out flood-control projects more efficiently and align its procurement processes with current county practice.
