Stacy Berrera, deputy director of Human Resources and Development, presented the recommendation and said the salary and standard benefits align with bargaining unit 10 and include an automobile allowance consistent with Tulare County department heads. Berrera told the board the current retirement administrator announced retirement effective March 31, 2026.
The board approved the item on a motion by Supervisor Valero with a second by Supervisor Vanderpool; the vote was recorded as 5–0 in favor. The staff report and oral presentation referenced Government Code sections that govern meeting announcements and retirement board appointment authority; Berrera cited Government Code 54953(c)(3) for the meeting announcement practice and noted Government Code 31522.2 gives the retirement board appointment and termination authority over the retirement administrator.
