Town Administrator Robert Rittenaur told residents that Article 1 will seek transfers from available funds to cover a substantial snow‑removal shortfall after the 2026 blizzard and an unusually heavy snow year.
He described enterprise budgets (Articles 3–6) that are funded by fees rather than property taxes: the golf department, water, septage and the wastewater enterprise (the latter is funding preparatory work ahead of plant start-up). Rittenaur framed enterprise budgets as separate from the omnibus municipal general fund covered in Article 2.
Rittenaur also previewed Articles 8 and 9: the Dennis‑Yarmouth Regional School District and the Cape Cod Regional Technical High School budgets. He said the town is facing a reduction in anticipated state aid and noted a more than 20% enrollment spike for Yarmouth students at the technical high school, which will drive budget pressure. Each education item needs a town‑meeting vote and then a separate override question on the May 19, 2026 ballot.
Other budget-related items Rittenaur mentioned included police cruiser lease‑to‑purchase financing (Article 12), maintenance funding for Mattakeese School (Article 21), and Community Preservation Act allocations (Articles 24–28). He encouraged voters to read the warrant and supporting budget documents on the town website before the meeting.
