County approves state IGA for community mental health and authorizes contract steps
Summary
The board approved an intergovernmental agreement (IGA) with the state to finance community mental health services and authorized the county administrator to sign; staff will proceed with an intent-to-award to Community Counseling Solutions (CCS).
The Morrow County Board of Commissioners approved an intergovernmental agreement with the State of Oregon (agreement 44300-000054298) that will finance community mental health services retroactive to Jan. 1, 2026 and continuing through June 30, 2027.
County staff explained the IGA will enable reimbursement for services already provided since Jan. 1 and sets the framework to contract for services with Community Counseling Solutions (CCS). The board authorized the county administrator to sign the agreement on behalf of the commission and directed staff to proceed with intent-to-award steps to CCS while remaining open to competing applications if submitted.
Separately in the meeting’s post-executive session actions, the board authorized an employment offer for a principal planner (up to Grade 26 Step 5) and approved tentative agreements with the Morrow County Sergeants Association, directing staff to forward those agreements for ratification by the association.
The IGA and subsequent contract actions were presented as necessary steps to secure ongoing mental health funding and service continuity in the county.
