Morrow County approves curbside recycling rates under Oregon law

The Morrow County Board of Commissioners approved a proposal from Sanitary Disposal to establish curbside recycling service inside the county’s urban growth boundary to meet obligations under the Oregon Recycling Modernization Act (RMA).
Eric from Sanitary Disposal told commissioners the program will provide residents and multifamily properties with every-other-week recycling collection. Under the proposal the customer rate will be $8 per month for residential service; the Circular Action Alliance portion of the program would provide roughly $14.75 per month toward costs for participating customers, and commercial carts would be priced at $24 per month.
The board confirmed the program will apply only within qualifying urban-growth boundary areas (today that primarily affects Boardman) and noted the statewide requirement becomes effective July 1. Commissioners framed the decision as compliance with statewide service standards rather than a discretionary local program.
Staff said the county will publicize details and the implementation schedule, and emphasized that the initial rollout will be limited to UGB areas that meet state population thresholds.
