Service Committee advances Resolution 26-18 to seek Ohio EPA loan for South Second Street interceptor work

The Newark City Council Service Committee voted to advance Resolution 26-18, which authorizes the director of public service to apply for and accept a supplemental loan from the Ohio EPA for construction of wastewater facilities on the South Second Street interceptor project, the meeting record shows.
Director of Public Service Rose told the committee crews encountered previously unknown utility lines near the railroad while working on the Second Street project and that the discovery required a redesign and additional work. "When we got to the railroad, we found that we had to move some lines that were not previously known that they were there. So, we've done the redesign. We lined up the money to do to pay for the redesign. It's about a half million dollars," Rose said.
A motion to move Resolution 26-18 to the full council was recorded as made by Council member Blind and seconded by Council member Neilie; the Service Committee recorded the motion as passing 5-0. Committee members noted the supplemental loan funds would come from the Ohio EPA.
The resolution as presented would authorize and direct the director of public service to apply for, accept and enter into a water pollution control loan agreement on behalf of the city for the supplemental loan and to designate a dedicated repayment source. The committee took no action beyond advancing the resolution to full council; the full council will consider final approval at its next scheduled meeting.
