Canton council approves GICH senior program application and appoints new DDA member; theater lighting and highway right‑of‑way updates discussed

The Canton Mayor and Council at their April 2 meeting voted to submit the city’s application to the Georgia Initiative for Community Housing (senior program). Staff (Mr. Patton) described amendments to the application packet — including the addition of a Northside Hospital representative to the housing team roster — and said the deadline for submission was April 10; selection site visits and award notifications are expected in late summer. Council moved to approve the submittal and voted unanimously.
The council also approved a personnel appointment: Andrana Perez was nominated to fill a vacancy on the Downtown Development Authority created by Carmen Slaughter’s resignation; the nomination was seconded and approved unanimously.
During new business, staff reported on two infrastructure/project items:
• Hampton Theater house lighting: Miss Green told the council the theater’s house fixtures are obsolete, with 14 of 34 lights not functioning and another five flickering. Staff provided two contractor estimates (about $33,000 and about $60,000). Because the lights affect patron safety, staff proposed funding replacement from hotel/motel tax receipts and said the work would require an estimated 5–7 days of contractor time, preferably scheduled on a weekend to avoid canceling events. Staff will seek formal authorization at the next council meeting.
• Highway 140 right‑of‑way acquisitions: Miss Watson said right‑of‑way plans and appraisals are complete for parcel acquisition work on Highway 140 at Marietta Highway and Riverstone Parkway, and recommended authorization to make first offers on 18 parcels; four additional parcels remain in valuation. If property owners accept first offers, staff will execute agreements; negotiated offers will return to council for approval.
The meeting also included routine approvals (draft minutes and a five‑item consent agenda) and several presentations, including a Cultural Arts Commission briefing on a proposed Heritage Park sculpture funded by a private donation. The council adjourned to executive session to discuss real estate and personnel matters.
