Board approves Southern Elevator contract to modernize government building lift

Floyd County supervisors voted unanimously March 10 to accept Southern Elevator’s bid to repair and modernize the elevator in the county government building.
County staff told the board that Southern’s proposal would replace or modernize major components — hoists, cables, door operators, emergency communication and safety systems — to bring the elevator to current code and improve reliability. Staff noted repair-only work (repacking hydraulic packing) would be less expensive in the short term but likely temporary and that many replacement parts are becoming obsolete.
The motion to award the work to Southern passed on a recorded vote with all five supervisors voting yes. Staff said the estimated contract amount was given in the bid paperwork as approximately $201,199.66 and that funds in the county’s reserves (identified in discussion as Fund 21) could be drawn to cover the cost; the board also discussed standard contract payment terms (down payments, parts ordering and final acceptance).
County officials said Southern estimated a multi‑week timeline for modernizing the elevator and that the scope would include emergency communications, emergency lighting, new starters and hoist equipment, new guide brackets and replacement of the travel cable. Staff also noted the vendor offered a limited parts-and-labor warranty of roughly one to two years depending on components.
The board instructed staff to finalize contract language including the usual final‑inspection and acceptance condition before execution. The motion carried 5–0.
Next steps: staff will finalize the contract and schedule work; the board discussed drawing funds from a designated county account to cover the estimate and keeping replacement‑part spares on hand.
