Staff summarized the current draft: "Currently under the draft language, if a public work is expected to cost more than a thousand dollars ... That item needs to be agendaized and formally approved by the city council," and said the group debated whether that $1,000 threshold should be increased or whether the charter should be silent on dollar amounts and instead direct the council to set thresholds by ordinance.
Public works director Craig Mobeck and other stakeholders discussed procurement mechanisms, including best‑value and design‑build contracts, to improve design coordination and reduce change orders. One option the subcommittee discussed was raising the manager approval threshold to $250,000 (a benchmark in other city codes) and then authorizing alternative procurement methods for larger or complex projects.
Members requested additional benchmarking on the current flow of projects by dollar value and asked that Director of Finance Ken Lee present fiscal analysis at a future subcommittee meeting. The subcommittee will refine proposed language and return a recommendation to the full CRC.
