Library board seeks preserved approval rights, donor review and annual report in proposed charter changes

At the March 18 CRC meeting, subcommittee four highlighted a detailed stakeholder presentation from Jonathan Evans, president of the board of library trustees, on proposed charter modifications for sections 1012–1013.
Evans and subcommittee members said they supported eliminating a 1951‑era provision that placed library administration in the board’s hands, but they want to preserve and clarify rights the trustees have exercised in practice: approval of the library director, input and approval rights on some administrative library policies (for example, collection development and policies for book removals), the right to review and recommend on library facilities or strategic master plans, and participation in budget review.
The trustees also proposed an annual "state of the library" report to the city council to formalize their oversight role. Subcommittee members noted similar charter provisions exist in other cities and said they were benchmarking best practices. The group also discussed defining a donation threshold in ordinance so the trustees would at least be notified and able to recommend action on substantial gifts.
Subcommittee four said the trustee proposals are near final draft and will return to the CRC for further consideration.
