"There was a draft charter language that was provided by Chief Morgan with the caveat that that had not been reviewed by the city attorney's office and it had not been reviewed by the city manager as well," a subcommittee member reported to the full CRC, summarizing the meeting.
Attendees at the subcommittee meeting included Chief Corey Morgan, City Manager Jovon Grogan and PO President Jeremy Schmidt. Committee members said discussions were "robust" and that city attorney review is needed before the subcommittee reconvenes to try to reconcile disagreements about responsibilities between the elected chief and the city manager.
Committee leaders said the goal is to reach an institutional understanding that would reduce recurring disputes between future officeholders. Staff told the CRC the city attorney's office will review the draft language and the subcommittee will meet again in April to see whether agreement can be reached before any recommendation is provided to the full committee.
No formal recommendation was adopted at the March 18 meeting; the matter remains under active subcommittee review and will return to the CRC after legal review and further discussion.
