Resilience Authority reports $36 million in new funding and project pipeline

Matt Fleming, executive director of the Anne Arundel County Resilience Authority, briefed the county council on March 10 with the authoritys FY25 impact results and project pipeline.

Fleming said the authority secured $36.2 million in additional funding during fiscal 2025 and has 13 new projects advancing, noting the funds are expected to avoid an estimated $68.2 million in future impacts. "Weve secured an additional $50.3 million for city and county projects," Fleming said, summarizing grants, federal awards and local match support the authority is coordinating.

Project highlights included coastal and shoreline restoration projects, marsh creation using beneficial reuse of clean dredge material, EV fleet charging demonstration pilots, and a military installation readiness review for Fort Me (a base-aligned resilience study) that the authority said would strengthen shared systems serving both installations and surrounding communities.

Fleming also flagged a recent federal win: a $35 million FEMA grant for the Annapolis City Dock project, which the authority said fully funds that project and allows it to move into implementation.

Why it matters: the authority serves as a grant and project delivery partner that can help the county and city win and manage state and federal resilience funding, reducing the local capital burden and accelerating projects that reduce flood and storm risks.

Next steps: Fleming offered to meet individually with council members to discuss local priorities and invited council feedback on the authoritys board composition and outreach plans to attract philanthropic partners and national expertise.
