The Needham Conservation Commission voted March 26 to issue an Order of Conditions for work at 665 Central Avenue (DP file 234-963), including a limited waiver to permit invasive-species control and revegetation inside the 50-foot buffer where necessary.
Diane (Field Resources), the applicant’s consultant, told the commission the revised plan adds an invasive-species control area outside erosion controls (mechanical removal only, no pesticides), expanded planting (10 trees and 30 shrubs) and an O&M plan the homeowner signed for infiltration units. She said pre-installation test pits will be completed prior to installing recharge units and that plantings are intended to improve resource-area habitat.
Commission staff asked for confirmation about retaining-wall extent, whether any work would affect a potential vernal pool, and debris removal protocols; Diane said debris would be removed and the homeowner understands the O&M obligations. Commissioners also required a signed infiltration operations-and-maintenance plan and two-year monitoring of mitigation plantings with a 75% survival threshold.
A motion to waive the 50-foot no-disturb restriction for the limited invasive-removal and planting work and to waive the local fee passed by roll call. The commission then issued the Order of Conditions with conditions including: submittal of soil test-pit data for the infiltration system prior to breaking ground, invasive-species management by hand or mechanical means only, planting of 10 native trees and ~30 native shrubs, and a two-year monitoring report documenting 75% survival or corrective actions.
The hearing had been closed earlier in the meeting; the OOC was approved following a staff presentation of special conditions.
