Benton City council revises priorities in draft six‑year transportation plan

Public Works staff presented the draft TIP and highlighted projects scheduled for completion this year and proposed priorities for the next six years: Horn Drive sidewalks (safe‑routes-to‑school), a multi‑phase downtown bypass/roundabout project, hydrant bollards, Edith Avenue completion, a pedestrian bridge on SR‑225, sidewalks and bike path along SR‑225/Babs, and Kindle Road widening and sidewalks. Staff noted some projects are eligible for regional grant funding (RCCF, BF COG/TIB) while others will require multi‑party funding and feasibility work.
Councilors debated moving Edith Avenue lower in the priority list because partial work will be completed by private development, and elevating Kindle Road due to local safety concerns. The pedestrian bridge was identified as a high‑need item, but councilors acknowledged that DOT ownership of the state route and bridge means funding will require multiple partners and grant strategies.
Council directed staff to update cost estimates and return with a revised TIP for approval and to pursue grant opportunities for the pedestrian bridge and other prioritized projects.
