Public Works Director Nathan Farr presented a briefing on Resolution 2026‑17, a proposed agreement change order with Hydro Resources Rocky Mountain Inc. for the 2025 Tooele City Wells project.
Farr told the council the contractor requested adding casing to secure the wellhead and protect the first roughly 300 feet of the Rogers Road well so the bore would not collapse and force a costly re-drill. To accommodate that work, the contractor and staff recommended extending the well depth and rebuilding the project's contingency fund.
Farr described two specific optional line items that had been removed from the contractor's most recent invoice (mobilization/demobilization and dual-swab well development). Staff proposed restoring those items to the contingency so crews would be able to deploy them if needed without returning to council for additional funds; Farr said rebuilding contingency to approximately $223,500 would cover those items. He also said the new casing allows the team to attempt deeper drilling — increasing the planned depth from 1,210 feet to 1,320 feet — should the additional depths yield usable water.
Farr reported the drilling team had encountered harder rock and calcite in recent days but progress resumed and the rig had reached about 600 feet as of the meeting. Council did not vote on the resolution at the work session; Farr said Resolution 2026‑17 will appear on the business meeting agenda for formal council action.
No vote or contract award for the change order was taken during the work meeting; council asked questions about the technical reasons for the casing and whether the contingency should be rebuilt now or added later if needed. Farr said the immediate request covers the cost of Change Order No. 3 and seeks to restore contingency funds to avoid subsequent funding requests if the optional services are needed.
