Valley County to comment on Forest Service mining-rule changes; schedules work session on road-closure SOP and approves road department Facebook plan

The Valley County Board of Commissioners on March 30 agreed to draft a comment to the U.S. Forest Service on proposed revisions to rules governing locatable-mineral activities, and to schedule a work session on a county emergency road-closure standard operating procedure (SOP) tied to mining access and spring breakup concerns.
A commissioner said the proposed Forest Service revisions provide an opportunity to require applicants to address off-site transportation and access improvements as part of their mining applications and recommended that counties be included as cooperating agencies. The board set an internal deadline to submit county comments before the Forest Service comment period closes on April 21.
Separately, the commissioners discussed an SOP circulated to the sheriff, emergency operations and Perpetua (a frequent operator on local roads). The draft defines "closure" (no public vehicular travel), "restricted use" (limited access for permitted operators and emergency vehicles) and "open with restrictions" (delays or single-lane operations). Commissioners asked staff to gather Perpetua’s comments and scheduled a work session for April 13 to decide whether the SOP should be countywide or focused on Warm Lake access; ordinance changes may follow.
On communications, the board gave preliminary approval for the road department to launch a separate, non-interactive Facebook page to post location-specific road-work notices. Commissioners asked staff to coordinate IT support, develop a budget with the county’s communications vendor (MetalArc/Metoark was mentioned) and target a summer 2026 roll-out for the page.
The conversation highlighted recurring concerns: mining-related access and off-site impacts, heavy-load restrictions during spring breakup, and emergency coordination among the road department, sheriff and emergency responders.
