Community Development Director Andrew Aagard told the council a CSD is a legislative zoning ordinance proposed by an applicant that can define permitted uses, architectural standards and development parameters for a specific site while remaining subject to state building and fire codes. "A commercial special district is a new zoning ordinance...it allows them some flexibility," Aagard said, adding that the council is under no obligation to adopt the district and can negotiate changes with the applicant.
The draft CSD would alter multiple development standards from Tooele City's general commercial code. Staff and the applicant said the project area is approximately 160 acres.
