Jackson County approves DOT TSIP grant for 395th Avenue realignment, awards $163,839 pavement-marking contract

Don Swager, chair of the Jackson County Board of Supervisors, and the board on March 17 approved a funding agreement with the Iowa Department of Transportation for up to $445,000 in TSIP funds to realign a segment of 395th Avenue.
Jaeden of the County Engineer’s Office told supervisors the grant covers the county’s portion of a rural realignment project and recommended board approval, including chair and auditor signatures on the agreement. "Our office recommends board approval including board chair and auditor signatures on the funding agreement," Jaeden said. The board approved the motion by voice vote.
The county expects a January 2027 letting and summer 2027 construction, Jaeden said, but cautioned that archaeological studies and right-of-way negotiations could delay the schedule. "We have to get archaeological studies done…depending on what results they may or may not find and with the right-of-way negotiations could delay things," he said.
Also under the Secondary Roads presentation, the board awarded the FY27 pavement-marking contract to Vogel Traffic Services, the low responsible bidder, for $163,839.36. Jaeden said that amount was below the office estimate and recommended the award and authorization for the chair to sign the contract; the board approved the motion by voice vote. Board members noted that any work done before July 1 will be charged to the FY27 budget.
The engineers also recommended approval of a residential entrance permit for Charles Schmitz on 188th Street in Farmers Creek Township; the office found no sight-distance issues and no culvert was required. The board approved the permit by voice vote.
The county emphasized that access to 395th Avenue will be maintained during construction and that the project logistics (night work or temporary tie-ins) will be planned to minimize disruptions. Jaeden said options include night tie-ins or temporary detour pavement to preserve access during construction.
What happens next: the county will execute the DOT funding agreement, complete required environmental and archaeological steps, and proceed to letting; construction is anticipated in summer 2027 if right-of-way negotiations and studies are resolved.
