Woodland Park approves amended management agreement with Monumental Golf Group for Shiny Mountain course

The Woodland Park City Council unanimously approved an amended independent services agreement with Monumental Golf Group LLC to manage the Shiny Mountain golf course on April 2, 2026.
Rob Phelps, presenting the city’s evaluation, said the selection emphasized proposal intent, cost and experience, and locality points. “What was most important to us was intent … the next was cost, and then the experience displayed in the proposal,” Phelps said during his briefing. He told council Monumental Golf Group scored highest on the city’s criteria and was local to the region.
Representatives John Hughesby (Woodland Park) and Mark Bachelor (Monument) described their PGA credentials and plans to emphasize instruction and community programming. “We really want to lean into the instructional space and provide programming,” Hughesby said, adding the proposers expect to make the course “a community asset.”
City attorney Betsy Stewart offered a motion to approve the agreement with a small amendment — change “2023” to “2026” in the contract and remove highlighted text in the opening paragraph — and the motion passed unanimously after brief discussion.
Council members said they were pleased by the proposers’ local ties and instructional plans. Staff noted the agreement preserves city control of maintenance and the event center while outsourcing daily operations to the contractor. The city did not attach additional budget authorization at the meeting; the vote approved the contract as amended.
