Marion council passes consent agenda, equipment purchases and ordinances; police department presents annual awards

The Marion City Council unanimously approved its consent agenda and a slate of new-business measures, authorized equipment and vehicle purchases, adopted several ordinances, and paused to recognize police personnel at its regular meeting.
After roll call, the council approved the consent agenda without removals. On new business the council approved the purchase of a 2024 Dodge Durango to replace a patrol vehicle at the police chief’s request. Commissioners also approved a replacement pump for the Street/Water Department at a cost of $21,500 plus $800 freight; staff said the purchase is covered by the capital budget despite not being individually budgeted earlier.
Under municipal planning the council adopted ordinance 3992 accepting right-of-way dedications from Maran Heights 2 and approved FY24 TIF grant applications submitted through Dec. 20, 2024. The council also approved ordinance 3994, a residential TIF redevelopment agreement with Matt and Jennifer Lee concerning a rebuilt property at 1009 Hill Crest; staff said the agreement provides roughly $16,000 in recoupable costs under the redevelopment terms. In the finance portion the council authorized ordinance 3993, a loan agreement (packet references First Southern Bank) to finance two code-enforcement vehicles.
During a ceremonial portion Chief Fitz presented annual awards: Anthony Emery was named dispatcher of the year and Officer Mason (recorded in the transcript as 'Mason Dod') was named officer of the year; both received applause and thanked colleagues. Emery said he will retire in June after nearly 28½ years of service.
All recorded motions were approved by roll-call vote with five 'yay' votes recorded for each item.
