Temporary license: Christina Hawking described a request by Warrenville Grove Animal Hospital to use adjacent city-owned property for construction staging, including placement of a small dumpster and access during an addition to the building on Betavia Road. The license would require insurance, restoration to original condition and staff monitoring; Alderman Lockett moved the recommendation to council and the motion passed on voice vote.
Purchasing-code amendment: Kevin Dra. presented an ordinance to codify approval thresholds and standardize position titles after the implementation of the city’s new ERP purchase-order module. Staff clarified that approvals create requisitions/purchase orders and that finance still controls payments; purchases over $25,000 continue to require council approval. The committee recommended the ordinance by voice vote.
Hitchcock contracts: Staff presented a $33,000 design agreement for the Veterans Memorial to provide design and construction documents that will help volunteers solicit donations. Director Kler said construction could total near $500,000 and that construction would proceed only after funds are raised or council decides on a city contribution. The committee also recommended a $5,850 amendment to Hitchcock’s contract for additional construction observation for Cernney Park. Both motions passed by voice vote.
