Trustees asked detailed questions about the bid tabulation, pointing out that some line items differed by tens or hundreds of thousands of dollars between bidders. In particular, members questioned why one bidder’s price on motor disposal was much lower than others and why a selected bidder left a storage line-item blank while others included a storage cost; staff said contract terms specify firm lump-sum line items and that the contractor would not bill above the contracted sum for specified work.
