Council advances cigar-lounge rules, adopts rental registration changes and approves event funding and appointments

The council confirmed three appointments by voice vote: Michael F. Mons to the Parking Authority, Johnny Joe Medina to the Urban Renewal Authority, and Joseph Rockman II to the Planning & Zoning Commission.
Toward the end of the meeting council invoked executive session for personnel matters, and later a motion to extend the city manager's contract by one year carried with recorded votes showing mixed support among council members.
