The Desert Hot Springs City Council voted unanimously May 20 to support a joint application to the Strategic Growth Council’s Affordable Housing and Sustainable Communities (ASIC) program for funds tied to the Parklane Homes project, a recently entitled 167‑unit development.
City staff and Abode Communities told the council the ASIC program can fund both low‑interest loans for the housing component and grants to jurisdictions for infrastructure that reduces greenhouse‑gas emissions. Eligible infrastructure activities listed in the staff report included new bike lanes, ADA‑compliant sidewalks, safer pedestrian crossings, transit improvements and urban greening; repaving and parking lot work are not eligible under ASIC rules.
Staff said the housing loan request will likely be about $24 million and the infrastructure grant about $11 million. The application was due May 28; the council authorized staff to proceed with the joint application and thanked partners such as SunLine Transit and Coalition for Rural Housing for their participation in the project team.
The motion passed unanimously. Next steps include finalizing the application materials and submitting them before the Strategic Growth Council deadline. If the application is successful, the city would receive ASIC grant funding for specified infrastructure and the housing partner would receive a low‑interest loan for construction of the Parklane Homes units.
