The Richmond Planning Commission approved its consent agenda, which included multiple special-use permits, two Public Art Commission items and a referral of a conceptual review for a new Riverside Park.
Clerk presented consent items that the commission approved by roll call vote. Approved zoning matters on the consent agenda included ordinances 2026-094 (special use for a single-family detached dwelling at 3119 Napoleon Street) and 2026-095 (special use for up to three single-family detached dwellings at 3401 and 3405 Rosewood Avenue). The consent agenda also included ordinance 2026-097, a request for special use of 3601 Hopkins Road for a multi-family development proposing up to 172 dwelling units across four residential buildings.
The Public Art Commission forwarded two items on the consent agenda: Virginia Community Voice Art for Safer Streets and a Paradise Park play-structure mural. The commission also referred UDC 2026-006, a conceptual location/character and extent review of a proposed new Riverside Park at 3021 Dock Street, to the urban design committee meeting.
Booker Jones, who identified himself as the applicant for the 3119 Napoleon Street request, spoke in favor of his special-use application and confirmed he is the applicant. After closing the public hearing for the consent items, the Chair called for a motion; commissioners present voted in favor and the consent agenda passed.
The commission did not debate each consent item separately at the meeting; items placed on the consent agenda will move forward as approved unless a member requests removal for separate consideration at a future meeting.
