Tualatin council hears proposal to raise city managers base pay after review

City Council members on March 23 examined staffs recommendation to amend the city managers employment agreement and raise the managers base salary to $224,211.
Staff member Stacy, who presented a regional salary survey, said the city managers current pay is "almost 10% below the mean of our surrounding jurisdictions," and that the proposed base increase would place the managers base pay in the middle of comparable cities and the overall compensation package near the top third once deferred compensation and allowances are added. Legal counsel Kevin reminded the council that the performance review had been handled in executive session and that the work session was for discussion of contract modifications, not a re-examination of the closed-session evaluation.
The recommendation follows the councils biennial review process: the council conducts a performance evaluation in the first quarter of even-numbered years and then considers any amendments to the employment agreement. Stacy said the salary survey and comparator set were provided to councilors for review and that the $224,211 figure was chosen to better align pay with peer cities.
Councilors asked for clarification on which jurisdictions were used as comparables and how base salary versus total compensation would rank. Stacy noted that while the proposed base would rank in the middle of the comparables, adding deferred compensation and technical allowances would move total compensation into a higher placement among peers.
No formal vote was taken during the work session. Staff stated a resolution to amend the city managers employment agreement will be placed on the regular meeting agenda later that evening for council consideration and potential action.
