Troutdale public‑works director briefs council on water, wastewater and infrastructure capacity

Travis Holton, Troutdale’s public works director and chief engineer, presented a departmental overview on March 10, describing operations, staffing and system capacities.
Holton said the department employs 41 full‑time staff across four divisions (management/engineering, water/streets/equipment, wastewater, and parks & facilities) and maintains roughly 200 miles of linear infrastructure. He provided system counts: about 4,900 water service connections, nearly 500 hydrants, four reservoirs totaling about 6 million gallons of storage and six wells with the capacity to produce roughly 7 million gallons per day. Holton said the city produced approximately 575 million gallons of water in 2025 and treated roughly 487 million gallons of sanitary sewage the same year.
On wastewater, Holton noted the treatment plant is 26 years old, the city manages separate sanitary and storm systems, and the division handles compliance with environmental regulators (EPA and the Oregon Department of Environmental Quality). He described routine programs such as CCTV pipe inspections and the FOG (fats, oils and grease) program covering about 75 food service establishments.
Holton also summarized the parks and facilities responsibilities within Public Works, including 14 developed parks, 17 miles of off‑street trails and operations for 18 city buildings and multiple rental facilities. He described internal partnerships with regional utilities, neighboring jurisdictions and state agencies and said the department uses SCADA systems for remote monitoring and control of water and wastewater infrastructure.
Councilors asked clarifying questions about trail miles, partnership roles and where jurisdictional responsibility lies for county/state roadways and stormwater infrastructure. Holton offered to provide copies of his presentation to council members.
