Video-gaming ordinance language to be clarified and returned to committee
Summary
Committee discussed billing mechanics and state-license prerequisites for video gaming; staff will add a definition for terminal operators and explicitly require state gaming (or qualifying) licenses before local approval, then return the chapter for review.

The committee reviewed Chapter 121 (video gaming) and focused on procedural clarifications rather than substantive fee or penalty changes.
Members asked staff to simplify invoicing (issue a single invoice to the applicant rather than separate invoices to terminal operators) and to clarify that applicants must hold any required state gaming or qualifying license before the county issues a local authorization. Staff agreed to add a definition for "terminal operator" and to revise the invoice language to state the $250 fee is invoiced to the applicant and to note that the fee is split 50/50 by statute between parties where applicable.
Because members requested those clarifications and additional language to make procedural expectations clear for applicants (particularly gas-station and package-liquor license holders), staff will revise the draft and return the chapter at the next meeting; the committee voted to postpone consideration until the updated language is available.
