The Glendale City Council unanimously granted an appeal on March 24 to approve Conditional Use Permit CUP25-15, allowing a retail smoke and vape shop to operate in Suites 13 and 14 at 15410 North 67th Avenue.
Planner Grenard Tashi described the appeal as a challenge to a January 22 planning commission denial and told the council the property is zoned General Commercial and the two suites total about 2,500 square feet within a 0.9-acre multi-tenant building. Tashi said staff’s analysis concluded the proposed use meets the findings required by the Unified Development Code and recommended approval subject to the findings and stipulations in the staff report.
Council members asked why the planning commission initially denied the permit and whether there were prior police incidents at the applicant’s other locations. A council member queried police records; speakers told the council that no incidents had been reported at the applicant’s prior locations, and two supporters submitted cards but declined to speak. City Attorney Michael Bailey clarified the effect of the vote: "An affirmative vote will actually grant the conditional use permit. A negative vote will actually deny the conditional use permit." The council then voted to grant the appeal and approve CUP25-15, with the motion carried unanimously.
The approval is conditioned on the findings and stipulations listed in the planning commission staff report; the council did not discuss specific operational conditions during the meeting.
