Board approves Michael Gon’s suitability for Stockman’s Casino after applicant cites cyber-fraud delays

The Nevada Gaming Control Board on March 12 voted to approve Michael Gon III’s application for a non-restricted finding of suitability and licensure for Stockman’s Casino in Fallon, resolving a follow-up investigation that began after Clarity Game purchased the property.
Gon told the board he appreciated the one-year limited license the board granted when Clarity Game assumed operations in April 2025 and apologized for the time it took to provide requested financial records. He said a cyber-fraud incident — including unauthorized porting of a home phone number and attempted wire transfers — interrupted his ability to access and organize banking records and delayed responses to agents.
“Fortunately, we were able to stop a $40,000 wire,” Gon said, describing the security breach and the steps he and his wife took to close and re-establish accounts. He said he now has the records organized and is prepared to provide whatever additional documentation is required.
Board members acknowledged Gon’s long history in Nevada gaming and his operational work at Stockman’s since the acquisition, but several expressed serious concern about extended gaps in communications with investigators. “You ignored the agent repeatedly over what amounts to a period of up to nine months and that’s simply unacceptable,” one member said, urging discipline and improved transparency going forward.
Despite the admonitions, the board decided the applicant’s operational record and the remedial steps he described supported granting the full finding of suitability. The board voted to recommend approval; the motion passed on the recorded vote.
The board indicated it may refer the communication lapses to the attorney general’s office for possible disciplinary review and asked Gon to document the process changes he will implement to prevent similar delays in the future. The board did not place additional license limitations on the approval.
The matter concluded with the board thanking Gon for his statement and for the operational update on Stockman’s Casino, where Gon said the property had experienced increased foot traffic, modest floor upgrades and the installation of additional gaming machines since Clarity Game took over.
