Adams County staff recommend four priority tracts for Opportunity Zones 2.0 nominations

Jenny Paul and Ethan Rouse of Adams County’s community and economic development team briefed commissioners on Opportunity Zones 2.0, the federal capital-gains incentive program that is being relaunched with tighter eligibility and a July 1, 2026 state nomination deadline.
Paul said Treasury released eligibility data and the state will nominate up to 25% of eligible low-income census tracts; local governments and the public will have a portal to submit use cases once the state finalizes eligible tracts. "We have 43 that are eligible within Adams County," Paul said, adding that 27 of those lie within municipal boundaries and 16 are predominantly unincorporated — the county’s main focus for nomination support.
County staff recommended four priority tracts where existing plans, infrastructure capacity and investment-readiness make a strong case for nomination; staff emphasized that focusing nominations improves the county’s chance of inclusion in the governor’s statewide slate. Commissioners supported the recommended priorities and asked staff to also prepare planning groundwork for additional eligible tracts to position them for future designation rounds.
Staff will submit local input through the state portal after Treasury releases the official eligible-tract list and will coordinate with municipalities, special districts and private-sector partners to prepare project pipelines for nominated tracts.
