Chancellor's Office, ASC and colleges roll out Libra/Libraverse OEER platform and report early ZTC gains

The Chancellor’s Office and the Academic Senate for California Community Colleges presented a major step in the system’s OER/ZTC agenda on March 24: selection of the Libraverse (Liitex) as the statewide OEER platform. The platform is intended to help faculty locate, curate, adapt, and share open educational resources with seamless Canvas integration, print‑on‑demand, an adaptive homework tool, and newer tools aimed at authentic assessment and process capture.
James (technical lead) and the ASC’s Michelle Pilott walked trustees through recent grant phases and reported that colleges have created hundreds of ZTC pathways (674 directly funded pathways plus 639 indirect pathways) and that about 227 full ZTC pathways are already available this term. Early systemwide estimates put two‑year student textbook savings at roughly $24 million; colleges reported higher success and retention rates in ZTC sections, with disproportionate impacts for students historically underserved.
Colleges such as Consumnes River College described hands‑on implementation: CRC’s executive community of practice, a public toolkit with AI assistance, and a dashboard to track ZTC adoption and student access. ASC noted the platform’s features — the Adapt homework system, a 'DiscussIt' multimedia discussion tool, and the 'Forge' (a process capture approach for authentic assessment) — and emphasized accessibility, faculty‑centered curation, and academic freedom for instructors to adapt materials.
Board members and student trustees welcomed the expansion and asked that system leaders track equity outcomes, adjunct faculty engagement, and student awareness of ZTC pathways. Staff said new research partnerships and a research enclave will enable deeper evaluation and that additional pathways are scheduled for fall 2026 and 2027.
