The Antioch Planning and Zoning Board unanimously recommended that the village adopt an updated zoning map for 2025 after staff told the board two properties had been annexed and cited a state statute requiring municipalities to publish a current zoning map annually.
Howard, a village staff member who presented the report, told the board that "there's a state statute 65 LCS5-11-13-9 that requires that the municipality publish their zoning map every year to have it current no later than March 31st," and said the village was slightly behind the statutory deadline. He said he prepared a short staff report documenting the changes and provided the pertinent ordinances to the board.
Howard said two properties had been annexed during the relevant period. The first, described as a waste management site, was annexed into the M2 manufacturing district and is being used as a truck dealership and service department. The second annexation, completed in April, involved parcels associated with the marketplace; staff said certain rightways were not previously recorded and were annexed to avoid creating odd parcel pockets and to preserve access while future resubdivisions proceed.
"We currently already have this map on the village website," Howard said, describing an interactive map that allows users to enter an address to view zoning, special uses, variances and annexations. He told the board the Planning and Zoning Board must make a recommendation and that the zoning map would then be presented to the village board for final reading.
A board member asked for clarification about map markings and ordinance numbers; Howard confirmed the red lines shown on the map represented rightways intended to preserve access and that they may be resubdivided later. After brief discussion the board made and seconded a motion to "make a favorable recommendation of the village of Antioch zoning map for 2025 as presented (ECB 25-01)." The roll call produced unanimous affirmative responses and the chair declared the motion carried. The transcript does not record exact vote tallies by name for the zoning map recommendation.
The recommendation will be forwarded to the village board for final consideration and adoption. No public comment was offered on the item during this meeting.
