Council OKs public hearing on temporary exemption to noise ordinance for school concrete pours

South Kingstown’s Town Council on March 9 authorized a public hearing in April on a proposed temporary exemption to the town nuisance ordinance to permit limited after-hours concrete finishing related to the Curtis Corner construction.
Project staff said the finish work is weather dependent and may require four dates at the end of March into April when finishing equipment — described as roughly equivalent to a lawn mower in sound levels — might run past the town’s 9:00 p.m. noise cutoff. The proposed amendment would exempt “approved construction activity” for school projects when authorized by council and subject to public notice.
Staff told council they will mail letters to abutters within a 300-foot radius (about 70 homes), post notices on the project website and provide an email subscription link for updates. They also committed to notify the town manager or project contact the next morning if pours extended late so staff can log community feedback. Council members asked about scheduling to avoid repeated late work, alternatives such as smaller pours, and the tradeoff between costs and limiting nighttime operations.
Council voted to advertise the ordinance change and hold a public hearing in April so neighbors and stakeholders can comment before the council decides whether to adopt the exemption.
