Task force recommends short extension for HD Hill contract, asks commission to authorize $100,000 design study

The Williamson County Courthouse Task Force voted to recommend that the mayor sign a short extension of the HD Hill property contract through the county commission meeting on May 11 and to forward a resolution asking the commission to consider an extension through September that would require additional hard earnest money.
Jim Cross, providing the contract update, said due diligence completed to date includes boundary, topo and ALTA surveys, a Phase I environmental assessment, utilities work and an appraisal. "Do you recall what the appraisal was for the property?" a member asked; Cross replied, "23 and a half, I think. 23 and a half million." The task force was told the current due-diligence period expires in about a week and that one extension would carry the county past the next commission meeting; a later extension to September would require additional earnest-money payment.
Chair Sean Alo moved that the mayor sign the short extension through May and that the task force forward a resolution for commission consideration of a September extension; the motion was seconded and the task force voted in favor. Legal staff and county administration said they would prepare the necessary documents for the commission.
Separately, the task force recommended the commission allocate $100,000 to fund evaluation work that could include re-examining the 2020 courthouse plan or developing a new site design. "I would make a motion to allocate $100,000 for evaluation either of architectural needs or design needs," the chair said; after discussion about scope, the motion was seconded and carried.
The task force did not complete a procurement or contract at the meeting; members discussed using hourly rates from subject-matter firms for early scoping and noted that any commission appropriation could be amended on the floor. Members also requested that additional financial detail about what the September extension would require be provided to the commission before any hard money is accepted.
Next steps: staff will draft the short extension and the proposed resolution for commission consideration, and the task force will seek to define the scope of work that the $100,000 would fund ahead of its next meeting.
