Board approves IIA (nitro) system for 163 Hayway Road with conditions

Representatives for 163 Hayway Road asked the Board of Health to approve use of an Innovative Alternative (IIA) nitrogen‑reducing septic technology for a new three‑bedroom structure and to convert an existing building to IIA service.
Chuck Rol of Capen Islands Engineering presented the plans and said the proposed new dwelling would be tied into an IIA system. Board members raised questions about Title 5 precedent that typically treats all structures on a lot as a single septic facility and whether the existing and proposed buildings must be tied together. One member said, “those two buildings should be tied into the one septic system,” and asked the applicant to submit a revised plan showing both structures served by one upsized system.
The board approved the use of the nitro system on the condition that the applicant provide a plan demonstrating both structures will be served by the single system, that the leach field and tank be sized appropriately and meet observation port and inspection requirements, and that the health agent review engineering details and owner signoff sheets. The motion passed with a second and the health agent was delegated to confirm technical compliance.
