A city attorney explained a change requested by staff and legal counsel to substitute a revocable license for an easement to permit Eversource access to transmission lines across city land adjacent to Dylan Hopkins Airport in Swansea. The attorney said a license allows the city to limit the duration and adjust terms more readily than an easement while still meeting Eversource’s operational needs; Eversource is aware of and agreeable to the change.
