City clerk Katie McKee read Resolution No. 18‑72, which establishes an assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout. Chris Searcy (staff) said the city fronted construction and estimates to be recaptured from the four affected parcels are "slightly under $88,000." The council moved, seconded and passed the resolution by voice vote.
The council also approved Resolution No. 18‑74, authorizing the mayor to execute a grant application for youth athletic facility lighting. Parks Director Aliyah Hibbs said the grant request is for $400,000; the full project budget is estimated at $800,000 including a 15% contingency. Hibbs said the RCO grant requires a 50% match, the city currently has $202,000 in impact fees available for the match, and the remaining $198,000 would be budgeted during the 2027 process. Staff recommended approval and the council approved the application by voice vote.
