Boone County drainage board approves several drainage projects, sets watershed fee for Westfall Place

The Boone County Drainage Board on its March agenda approved a series of drainage petitions and development drainage plans and updated the status of a pending reconstruction petition.
Board members voted to sign the order and findings vacating portions of the Stanford and Saunders legal drains after the surveyor's office noted that a new storm sewer will be installed "that would allow for the continued drainage through the petitioner's land," and recommended the order be filed once the new drain is installed.
Carol, a representative of the county surveyor's office, presented a private petition from property owner Mike Snider to replace an existing 12-inch clay Darnell tile with an 18-inch dual-wall plastic tile and to relocate the tile at 8250 East 250 South to better align with future site plans. Carol told the board the surveyor's review "does not believe that this relocation will adversely affect any other land owner," and the board approved the relocation and an easement reduction to a 50-foot RDE; Carol said the work will be funded by the property owner and performed by his excavating company under county oversight.
Carrie Daily of Christopher Burke Engineering described Westfall Place sections two and three, a single-family subdivision expansion of about 66.5 acres that will add approximately 93 lots. Daily said runoff will be captured in two detention basins and that the plans meet stormwater ordinance requirements. The board accepted the subdivision's storm sewers as a regulated legal drain (to be called the West Place legal drain), required a three-year maintenance bond, and approved a watershed assessment of $100 per lot "with up to eight times annual assessment," as stated by staff.
The board also approved the Lebanon Utilities water supply booster station drainage plan for a roughly 5-acre site on County Road 250 South, a single-span bridge (the Josh Pervvis stream crossing) over Jackson Run with a 69-foot deck, and an amended drainage plan for the Clark Dental project in Whitestown. County staff said each plan meets the stormwater ordinance and recommended approval; motions to approve each item passed during the meeting.
On the Lucas reconstruction petition, Carol reported that after meeting with the landowner and contractor staff determined the tile will be replaced in the same location as a maintenance project rather than a reconstruction so the landowner can plant the current season's crop. Carol said the work will be paid for by the landowner, managed by the county, and hoped to be finalized by about April 15. Notices remain in place for April 20 public hearings on other reconstruction and vacation items.
The board adjourned after confirming the April 20 public hearings will begin at 8:00 a.m.; the commissioners' meeting that day will start at 9:00 a.m.
