Board adopts BP 6146 revisions, approves bond oversight process and holds public hearing on CSEA proposals

The Oakdale Joint Unified School District Board of Trustees approved revisions to board policy BP 6146 (High School graduation requirements), held a public hearing on initial proposals for negotiations with the California School Employees Association Chapter 830, and authorized a process to form a Citizens' Bond Oversight Committee.
On BP 6146, staff recommended edits to clarify how eighth-grade coursework (math one and Spanish one) is reflected on high school transcripts so students and families can make an informed choice about including those courses. Staff stated the revision had no fiscal impact and recommended adoption after the second reading; the board moved, seconded and adopted the policy revision on the record.
During a statutorily required public hearing, staff presented the district’s and CSEA Chapter 830’s initial proposals for the 2024–25 negotiations and described a mutual agreement to open Article 32 (definitions) in the collective bargaining agreement. The superintendent summarized the hearing’s purpose as providing public information on the proposals; the board took no bargaining action at the hearing beyond the informational presentation.
On the bond oversight process, district staff presented a draft application and selection procedure for the Citizens' Bond Oversight Committee, which by law must include at least seven members with specified representation (business, senior citizen, bona fide taxpayers, parent representatives and members at-large). Staff explained members serve without compensation for two-year terms, cannot be vendors or district employees or immediate family of vendors, and must be appointed within 60 days after election results are certified. The board authorized staff to advertise and solicit applications for those appointments following certification of election results in January.
Trustees recorded motions and unanimous approvals for the policy adoption and the bond oversight process; the public hearing on CSEA proposals was presented as information required by collective bargaining law.
