Committee revisits H.635 fee elimination; DOC says fee is budgeted and collection is uneven

During the same March 19 session the committee briefly returned to a previously considered bill, H.635, which would eliminate monthly supervision fees charged to people on parole or supervision. Committee members said the bill originally had an earlier effective date; the House Committee on Corrections and Institutions requested a later date so the department would not need to backfill the FY26 budget.
DOC staff told members the fee is built into the department’s budget and that collection is not uniform. A DOC representative said parole and community corrections officers do not conduct home visits solely to collect the fee and that the department is not supportive of losing that revenue without budget offsets. Committee members acknowledged the fiscal-year timing concern and said DOC staff and legislators would discuss the budget implications; DOC indicated staff would return with more detail in a future meeting.
