Residents and commissioners cautioned that a legal name change can impose downstream costs and administrative burdens for residents — changing voter registration, drivers’ licenses, bank and insurance records, and title records. Alri Kitchens urged careful research into why the street was originally named and said the logistical impacts are significant: “This is a massive undertaking,” she told the commission.
Several commissioners proposed an interim approach used in prior years: an honorary name or signage recognizing Fred R. Brooks while staff completes historical research and the formal county coordination required for a legal name change. Staff also noted that some earlier honorific namings (such as local commemorative designations for MLK or Asa Randolph) had been implemented with signage while legal-name processes were handled separately.
